What’s going on in Northeast Portland?

A late-night Tuesday stabbing at the mobile home park at 9000 N.E. Martin Luther King, Jr. Blvd. left one man dead and another injured. Police are expected to release names and more details this morning.

Tres Shannon, owner of Voodoo Doughnuts, has pulled the plug on his proposed development, a putt-putt golf/pool hall/ nightclub on N.E. Sandy Blvd, according to Willamette Week.

EaterPDX.com has some good news for fans of the N.E. Alberta Street’s flagship Grilled Cheese Grill: The owners are adding a third location downtown and it’s scheduled to open Monday, April 2.

ESCONDIDO: Pay hikes jeopardizing rent subsidy donation

The large pay hikes given recently to Escondido’s upper-tier employees have prompted a group of local philanthropists to reconsider plans to donate $100,000 so that the city can continue giving rent subsidies to nearly 300 low-income senior citizens.

The raises, which have drawn much criticism and prompted a Monday morning protest at City Hall, raised red flags for the philanthropists about the city’s financial situation and the priorities of city management, said Arie de Jong, the group’s leader.

“In a way, you feel a bit betrayed,” he said.

De Jong said he was confused and concerned that the pay hikes, which will cost the city roughly $200,000 per year, might be evidence that city finances were in better shape than city officials had said.

He also said he wondered why the city would eliminate a program helping needy people and simultaneously give raises ranging from 9 percent to 24 percent to employees who are already well-paid.

“It didn’t pass the smell test,” said de Jong, whose family owns Hollandia Dairy. “The whole thing didn’t make sense.”

Councilman Ed Gallo, who has criticized City Manager Clay Phillips for the timing of the raises, said it was frustrating to see them jeopardize a crucial donation. Gallo has been the council’s leading advocate of the 12-year-old rent subsidy program, which is scheduled to expire April 1.

“Arie got pushed out of joint by the raises and said, ‘That’s it, we’re out,’” Gallo said Monday.

But Gallo said officials from Interfaith Community Services recently suggested they might step in and help save the program.

And de Jong said Monday that his group of philanthropists might still make the donation.

Coyote foes stymied in Carson

Carson’s efforts to trap and kill coyotes living in the city’s few remote areas have been frustrated by animal-rights groups and nervous attorneys.

But city leaders haven’t given up. They are determined to get rid of the wild canines.

Residents at mobile home parks in the northwestern part of town have complained for months that they feel threatened by the coyotes. Recently, they also reported coyote sightings at the nearby Victoria Golf Course.

“I was chased by a coyote,” said Paul Randall, president of Carson Harbor Village Homeowners Association. “The only thing that kept the coyote from getting to me and my German shepherd was that I was able to get to a two-foot, eight-inch dowel that I have to protect myself. We are prisoners in our homes.”

In February, the city hired Animal Pest Management Services Inc. of Chino to track the coyotes and set snares to trap them. But, before they could begin work, animal rights activists criticized the plan. People for the Ethical Treatment of Animals, Animal Welfare Institute and Project Coyote activists said residents should first try nonlethal methods of deterring coyotes.

An online petition against trapping coyotes in Carson says snare traps are cruel, and dangerous to domestic pets.

“Killing coyotes doesn’t increase public and pet safety – educated coexistence does,” the petition states.

To protect himself from liability issues, officials said Goldstein increased the liability insurance on the park in case someone is injured by a coyote. He passed the cost increase along to residents.

Without permission to trap in that area, city officials said there isn’t much they can do to eradicate the animals. But they are seeking other measures, including possibly setting traps around Victoria Golf Course at Avalon Boulevard and the San Diego (405) Freeway.

Bikers ready to conquer Belle Isle

RICHMOND, Va. An empty plot of land on Belle Isles east end will soon become home to a bike skills course that all bikers in Richmond can enjoy.

Proposed by Mayor Dwight Jones Pedestrian, Bicycling and Trails Planning Commission, this new bike course is designed to not only be recreational, but also for instructional purposes for new riders.

The mayors commission is part of the citys recent push towards increasing green initiatives. Jones created the commission in light of winning the bid for the World Cycling Championships in 2015.

Robby Osborne, a biker and employee of VCUs Outdoor Adventure Program, believes that the new course will be beneficial to the entire Richmond community

Not only will this course attract people to the sport of cycling, but it will promote a healthy lifestyle and environmentally friendly transportation, said Osborne.

With a price tag of $100,000, volunteer groups like The Friends of James River Park, James River Outdoor Coalition, International Mountain Bicycling Association, James River Park and The City of Richmond Trails Division are working together to make the course accessible from many areas of the city.

Considerable funding is coming from local non-profits. Sand, clay, and rock are being repurposed from other projects, said the citys Pedestrian, Bicycle, and Trails Coordinator Jakob Helmboldt.

Sheriff says team helps curb growth of gangs

The Benton County Gang Enforcement Team has been making house calls, rounding up known gang members and taking down names of new recruits.

Contacting known gang members in person is making a difference in curbing gang growth, Sheriff Steve Keane told county commissioners Tuesday.

“We want to let them know we are out there, and when they can expect us to hold them accountable. And we will be there to help them if they want out,” he said.

The report from the sheriff and Sgt. Carlos Trevino said the personal visits to homes of gang members have led to more arrests, and made parents, mobile home park owners and managers, and school officials more aware of the stepped up enforcement.

“The only way to suppress crime is to target areas of activity,” Keane said.

Trevino said there were 33 gang-related calls for service in January and February in Benton County, with 20 felony arrests, 36 misdemeanor arrests and four weapons seized.

Trevino said there has been no noticeable increase in gang activity, and the east end of the county has evidence of gangs.

“We do graffiti checks three to four times a week,” the sergeant said, noting that two recent graffiti incidents in Prosser were solved within a week and the offender went to jail.

The five-member gang team now has a crime analyst, who helps identify trends by studying activities and signs in neighboring communities and counties.

“By working with other jurisdictions in Yakima, Walla Walla and the Tri-Cities we have a huge network with other officers involved with gangs. It is really helping us out quite a bit,” Trevino said.
